【摘要】:Theemergencymedicaldispatchershouldbeaspeciallytrainedtelecommunicatorwithspecificemergencymedicalknowledge.TheseEMSpersonnelhavetraditionallyperformedthisrolewithoutthebenefitsofdispatchspecificmedicaltrainingandmedicallysoundprotocols.Prompt,correct,andappropriatepatientcarecanbeenhancedwiththeuseofastandardizedapproachtoselection,trainingandperformanceassessment.Thisstandardguideisintendedforusebyagencies,organizationsandjurisdictionshavingtheresponsibilityforprovidingthetraining,practice,andevaluationofemergencymedicaldispatchers.1.1Thispracticecoversthetrainingstructureandprimaryfunctionofemergencymedicaldispatchers.TheprimaryfunctionoftheemergencymedicaldispatcheristhemanagementofcallsforemergencymedicalassistanceasoutlinedinPracticeF1258andNAEMSPPositionPaperonemergencymedicaldispatch.Trainingasanemergencymedicaltechnician,paramedic,nurse,physician,orbasictelecommunicatordoesnotprepareapersontofunctionasanEMD.Theemergencymedicaldispatchingfunctionshavebecomesospecializedthatonlyanindividualwithdispatchspecificmedicaltrainingcanperformtherequiredtasks.Thispracticewilldelineatethetrainingstructurefortheessentialroleofemergencymedicaldispatcher.1.2ThispracticeisintendedtooutlinethebasicareasofknowledgerequiredforanEMD,andtostandardizetheexpectationsandtrainingbetweenthevariouseducationalsettingsthatareavailabletodelivertheEMDtraining.Thispracticeisnotintendedtoserveasacurriculumforatrainingagency.Allcurriculadevelopedorselectedshallincludethekeycomponentsoutlinedinthispractice.1.3ItisunderstoodthateachagencymaypossessspecialanduniqueneedsrelatedtothetrainingofEMDs.However,thosespecialtytrainingareasthatlieoutsidethescopeofthisstandardshallnotbeincludedinselected24hminimumcurriculumdelineatedbythispractice.Additionaltrainingasdesiredmaybeannexedbutmaynotsupplantthelearninggoalsrequiredbythispractice.1.4Thescopeofthisstandardincludes:1.4.1EMDinstructorqualifications,1.4.2Studentselectioncriteriaforemergencymedicaldispatchercandidates,1.4.3Emergencymedicaldispatchertrainingcurriculumguideline,1.4.4GuidelinesforEMDcoursegoalsandminimumtimeallocations,1.4.5Testingandevaluationofthestudentutilizingthestatedcoursegoalsasbasisforcertificationorcertificationeligibilityasanemergencymedicaldispatcher,1.4.6Recommendedequipment,materials,andfacilitiesfortraining,1.4.7Guidelinesfortrainingcourseadministrationandrecordmaintenance,and1.4.8GuidelinesforanoptionalEMDpreceptorship.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
